I have noticed that both Governments and Corporations are now scrambling to deal with climate change in a way that keeps the control of energy in the hands of a centralized elite.

As you suggest, the localization of resources drives the State to have military power over areas that are rich in those resources.

However, the sun shines and the wind blows all over the world and is much more difficult to sequester and control, creating a threat to the power structure of the modern world.

The 1970's promise of free energy from the sun and driving on sunshine has been usurped by the "greening" of power company monopolies and the grid that allows centralized power to be shipped long distances.

However, dismantling the State seems like it would eliminate our last vestiges of protection from this monopoly power, as opposed to creating equal access.

When less tax money goes into the system, military spending does not go down. Corporate subsidies don't go down. Instead, children are taken off the school lunch program and sent home hungry. This is not theory, but what actually happened in the US during the last administration.

I suggest, instead, that we get the power of money out of politics and strengthen voting rights so that the majority has some sway against the powerful.
